This could be drawing parallels to Ambrose's fight over the past few years to bring Jon Moxley to WWE. Ambrose teased the character numerous times but in a PG environment it seemingly didn't make any sense for him to be a lunatic because he couldn't unleash himself.

Ambrose has finally reached the point where he can bring Moxley back and this could have been exactly what he was talking about and he could have been playing the WWE Universe the entire time.
