#4 Allows WWE to create a new faction

Another thing the WWE Universe needs to be honest with themselves about is the fact that both Smackdown Live and Monday Night Raw are lacking a dominant faction at this point. Of course, some are going to point to The New Day filling that role, but if they were effectively able to do so, ratings probably would have improved by now.
One way to fix this is to create an official faction behind Shane McMahon as champion and use them to make sure the boss's son stays champion. Not only will that allow for more superstars to have television time on the blue brand, but it could also lead to some shocking reveals of who aligns with The Authority.

For example, WWE could have Finn Balor become more and more fed up with his spot on the blue brand and come to McMahon looking for opportunities. At least that way, guys like Shinsuke Nakamura, Rusev, Balor and others can get back on television and be dropped into the main event angle from the get-go.
