He has headlined three WrestleManias and is on the verge to headline another one. This all started when WWE wanted to make him champion back in WrestleMania 31, but the crowd was so against it that they changed their plans and had Rollins cash-in, instead.

After that, there has been this continuous plan to establish him as someone equivalent to Brock Lesnar. They even had him beat the Undertaker at WrestleMania 33 just to show that he can do what Lesnar can do.
WWE wants Roman Reigns to be the man-who-conquered-the-beast so much that it is not even funny anymore.
So, the only way to end all of this is let WWE do what they have wanted to do for a long time. If this does not manage to get Roman over with the fans, then WWE should really start with a plan B.
