Rusev was being held back by being in a tag team!
Rusev Day was one of the hottest commodities in the market, but WWE accidentally missed the ball and let it slip through their fingers. Ever since he teamed up with Aiden, Rusev was not near a position where he could win anything.

He fought in a WWE Championship match against AJ Styles which he lost. He was a part of a good match at SummerSlam, but on the pre-show, he was part of the tag team title match at Hell in a Cell, but again on the pre-show, and he even lost the title he is potentially the closest to, the United States title match on SmackDown, when Shinsuke successfully defended it.
The losses for Rusev came fast and quick and he had lost too many times to convincingly become a top guy on SmackDown unless he left the team.
