Before NXT became the individual revolutionary brand that it is today, it was a game show, and prior to the change, It was Florida Championship Wrestling (FCW) that was the WWE developmental territory.

Even the pre-Ruthless Aggression era days that saw future megastars like John Cena, Brock Lesnar, Randy Orton, Batista, etc. in developmental all took place in Ohio Valley Wrestling (OVW).

OVW was a very different environment from the WWE Performance Center and NXT, and while the Performance Center is obviously far more world-class when it comes to facilities and overall training, there's an argument that the intimate, small environment of OVW allowed wrestlers to thrive and become major stars that they would become.

In a sense, it's true, because the Performance Center is yet to produce one major homegrown megastar. Either way, the point of all this is that Vince McMahon was never involved in the developmental territories anyway, which is why there was no reason for him to start.
