Shane McMahon may have been the successor to the throne, but his departure in 2009 meant that the door was open to Triple H. In this timeframe, he began to take a much bigger role, and he became the main man responsible for revamping NXT and handling the developmental system.
Even the Performance Center was opened under his watch, and he's the main man when it comes to NXT. The fact of the matter is that he's done more than just a good job, and one of the major upper hands he has over McMahon is that he has a big past as a wrestler, which makes him a little more empathetic of the talents' perspective.
Simply put, Vince McMahon doesn't have to care about NXT at all, because it's not his job and it's Triple H's. He knows that Triple H is responsible for the critically acclaimed product, and he's being groomed for the throne eventually.
