#1 WWE wants to go in a new direction with the Universal Championship
Given that we're in the Paul Heyman era right now on RAW, it's clear that WWE wants to move in a new direction - one that they really haven't been on before. It's hard to do that when you have a weekly show that has no off-season, but WWE definitely seems to be trying something new.
With regards to the Universal Championship, perhaps they want to go a new direction. Maybe they don't just want another long babyface championship reign. We've seen plenty of those with the WWE title.

Perhaps they want someone like The Fiend to hold the title because he technically isn't a part-timer and still doesn't need to wrestle more than once a month. Obviously, he can become a big special attraction that way and WWE probably wants to test the waters with an entirely new kind of championship reign. Hopefully, it pans out for the best and Wyatt ends up walking as Univeral Champion. It'll be essential for his career and give him a huge boost.
