Maybe WWE has finally gotten over the thinking that they need Punk at this point in time. Although WWE is still bringing back past Superstars, they probably don't want to bring back Punk, who has had a controversial past with them. Besides, the company probably wants to focus more on pushing the stars they currently have and build a strong base for the future, instead of bringing back a Superstar who has been at odds with them for the past 5 years.
