No, Adam Pearce, the man who takes on Roman Reigns, at the Royal Rumble is no slouch at all, because he's had a chequered and celebrated wrestling career since he first made his debut in the year 1996. In fact, he's a 5-time NWA World Heavyweight Champion, and at the age of 42, still has a lot of gas in the tank.

But the fact of the matter is that the WWE Universe contains a lot of casual fans, who may not necessarily follow the product beyond RAW and SmackDown. We all know that a large majority of the audience that enjoys RAW and SmackDown does not even necessarily watch NXT every week.
Hence, most people may not know that Adam Pearce is a viable opponent for Roman Reigns.
Consequently, they may not be as invested in Adam Pearce vs. Roman Reigns as the company wants them to be.
