#4. Revealing Retribution at Payback would give them some direction

WWE tried to paint RETRIBUTION as a group of outlaws hell-bent on payback for something that happened to them. However, they aren't doing a great job of progressing that narrative. Maybe that has to do with how many other things the company is juggling right now, which is why WWE should move RETRIBUTION forward in some meaningful way.
Now that Payback is only a handful of days away, why not use the pay-per-view as a way to fully introduce the faction? If nothing else, it will move the storyline forward, gives them some direction, and add incentive everyone want to watch Monday Night RAW.

In the end, WWE has tried to keep this storyline alive with random acts of chaos and disruption. They even dismantled the ring, but it hasn't really caught fans' attention. Furthermore, it's becoming repetitive and making fans want RETRIBUTION to just go away.
