#4 No better options
Who else is there to face Brock Lesnar at WrestleMania 36?
No, seriously, look at every single Superstar on the Monday Night Raw roster and you have very few decent picks to face Lesnar at the marquee event. Maybe that sounds a little too harsh, especially since WWE has been building up Kevin Owens, Samoa Joe and Drew McIntyre, but even they don't look like the right option.

Now that would probably be different if they weren't the victims of start and stop pushes or had more time in order to get the fans behind them, but these three guys have neither of those things. Unfortunately, that means WWE is going to have to look elsewhere when it comes to a WWE title match.
With that in mind and the road to WrestleMania quickly approaching, it seems like Cain Velasquez is a bit of a best-case scenario for the company. At least that way, WWE can pull in mainstream attention, not have to let Lesnar lose to another smaller guy and can even capitalize on the history between the two.
