Mahal was WWE's major gamble of last year. He was given a WWE championship run and was an average-to-terrible champion, depending on who you ask.
In any case, WWE has now pulled the trigger with Mahal, however, and so must commit to either sustaining his current credibility as a main event to upper-middle card act or pull the plug and reset him as somewhat of a joke.

Either way, a move to Raw would be beneficial as Mahal returning to the top of the heap in SmackDown seems both unlikely and unappealing. Similarly, having Mahal as a jobber on SmackDown makes little sense as he was the face of the show not too long ago.
