#3 Dolph Ziggler
Ziggler's "departure" from the company promised to be exciting and had the potential to re-establish Ziggler as a top guy in the WWE. It didn't and so here WWE is in the familiar position of not really knowing what to do with him. The reasons for this change are similar to that of Mahal, Ziggler just can't climb to the top of the pile on SmackDown, so a switch to Raw makes more sense.
There are plenty of more exciting programs waiting for him on the flagship show; for an instance an "I'm better than you but WWE likes you more" program with Roman Reigns has the potential to be great. Additionally, if his anti-authority tendencies are going to continue, it makes more sense having him on the flagship show than SmackDown which definitely isn't but is billed as the land of opportunity.
