Upon joining 205 Live, Gulak wasn't really given much in the way of character. That isn't to say he didn't have the capability to portray a compelling character, but since he initially had fewer opportunities to showcase just how good he could be, it was hard to see. With time Gulak was given the anti high-flier protester character.
As time passed that eventually led to his PowerPoint presentations that were grating to the fans, but served their purpose. It showcased just how good of a heel he could be, getting under everyone's skin.

He was eventually paired with Enzo Amore as part of the Zo Train, and his straight man personality was such an odd fit that it was actually quite good.
As part of either Raw or SmackDown, Gulak could further embrace the new edge his character has displayed lately. When we add this to how technically sound he is, it just makes sense to put him on either of the two big brands.
