Triple H's intentions with Cara were to bring in some much needed international exposure to WWE. Unfortunately, Cara didn't capitalize on the opportunity given to him, and was seen botching his entrances and moves on a regular basis.
Ali was one of the most exciting Superstars on 205 Live, and was called up to the blue brand. Triple H knows how chock full of talent Ali is. The Sin Cara project was a massive failure, and Triple H must not have forgotten his past mistake. He has another chance at pushing a cruiserweight to the top of the food chain on the main roster, and he will eventually do so.
