4. Finn Bálor
The first-ever Universal Champion has not managed to regain his momentum ever since he was forced to vacate the title due to injury in August 2016. Finn Bálor's run in the WWE, since his return in April 2017, has been marred with inconsistent booking of extreme proportions.
On 22 October 2017, he defeated AJ Styles in a stupendous match at TLC (Tables, Ladders and Chairs). On the very next night on Raw, we saw Bálor being squashed by Kane. Bálor has generally been portrayed as the "Almost Guy", who always fights valiantly irrespective of his opponents' size advantage, but is never quite able to emerge victorious.

However, there are two things that do give him a slight advantage: His 'Demon King' gimmick, and his enormous popularity among the fans.
His 'Demon King' gimmick has been heavily protected by the WWE creative. It has been used very rarely by Bálor, but whenever it has been used, he is portrayed very strongly.
His entrances is one of the highlights of any WWE show and make him one of the most beloved superstars on the entire roster. Recent rumors also suggest that Finn Bálor could be given a significant push in the near future.
