#2 Kevin Owens
Kevin Owens is one of the most over Superstars on RAW and in the entire WWE roster. He is good on the mic, good at playing both a face and a heel and he knows how to put on a good wrestling match. Although he had a run with the Universal Championship, he has never held the WWE title.
After he defeated Seth Rollins at WrestleMania 36, Owens cut a promo and teased going back to being 'The Prizefighter.' This means that Owens could challenge the top champion on RAW, who turns out to be Drew McIntyre, for the WWE Championship.

This will indeed be a very interesting feud and it wouldn't be surprising if WWE decided to put the title on Owens.
#1 Seth Rollins
Seth Rollins was the top champion on RAW this time last year after he defeated Brock Lesnar to win the Universal Championship at WrestleMania 35. The Architect is still one of the biggest Superstars in WWE right now, and he's also a Grand Slam Champion, meaning he has held at least three singles titles and a tag team title in the company.
Rollins is one of the biggest heels on RAW, and with The AOP and Buddy Murphy by his side, he has the advantage. McIntyre and Rollins are no strangers as they've fought each other in the past.
Whether these Superstars defeat McIntyre in a one-on-one match or they cash-in their Money in the Bank contract to win the title from him, we could see a new WWE Champion sooner or later.
