#4 Cesaro
For how many years have we been saying that Cesaro has all the tools necessary to be a world champion? WWE has missed the boat with him on so many occasions over the years, and his placement on Raw coming out of the 2016 WWE draft was mind-boggling.
In fact, Cesaro himself said that same night he felt like he belonged on SmackDown Live.
Granted, he has made the most of his move to Monday nights by forming an enjoyable alliance with Sheamus and winning the Raw Tag Team Championship, but this is far from the first time Cesaro has been relegated to the tag team scene.
Cesaro could be competing among the elite at the main event level right now on SmackDown. At least there he would have a better chance of becoming world champion at long last instead of being overshadowed by the likes of Roman Reigns, Seth Rollins, Kevin Owens and Chris Jericho.
