#3 Sasha Banks
This might seem like a strange choice considering Sasha Banks appeared to be a major focal point for the women on Raw coming out of the draft, but let's face it: the spotlight has been and always will be on Charlotte Flair, not Banks.
There were never any long-term plans in place for Banks to receive a lengthy reign as Raw Women's champion, hence why she was never able to beat Charlotte when it mattered most, on pay-per-view.
Their series of matches were historic, but Banks came out of the program weaker than when it started.
Banks needs to turn heel regardless of what show she is a part of because that is the role that fits her best, but she could become the top dog on Tuesday nights that she never really was on Raw.
The Boss vs. Alexa Bliss, Becky Lynch and the returning Mickie James are all intriguing possibilities.
