#2 Sami Zayn
Similar to Cesaro, I have no doubt that Sami Zayn would be a much bigger priority on SmackDown Live than he currently is on Raw. Sure, he has received quite a bit of television time as of late, but he had been largely left off television for many months in the latter half of 2016.
It never made any sense to put Zayn and his archenemy Kevin Owens on the same show following their epic encounter at Battleground.
Zayn could have been selected by SmackDown, experienced success, and they could have rekindled their rivalry down the road and it would have meant that much more.
Perhaps I'll be eating my words after Sunday if Zayn somehow manages to win the Royal Rumble, but otherwise, he would be a better fit on the blue brand. If WWE put the same effort into making a star out of Zayn as they did with James Ellsworth, he might have been a world champion by now.
