#3 'Constable' Baron Corbin
It may seem weird to have the Constable on this list, but hear me out.
At Crown Jewel, Corbin practically handed the title to Lesnar, when he attacked Braun Strowman from behind.
But despite being a part of Lesnar's victory, Corbin is still a competitor, and like every competitor, wants to be the top dog in WWE.
Calling himself the General Manager-Elect, Corbin certainly has ambition in the company, and could become the permanent GM of RAW, if he wins at TLC.
With Corbin as GM, it wouldn't be too surprising if he booked himself to the title, perhaps adding himself to a title match at the last minute, against an exhausted Lesnar.
As Universal Champion, Corbin would be the most powerful man in the WWE, a fact I'm sure he'd let al the fans know.
