#3 Finn Balor – Any major title
Finn Balor was the inaugural Universal Champion for one day. And not even a full 24 hours. Since his return from that unfortunate injury, he has fluctuated up and down the card. He has taken part in the main event of RAW on many occasions, was the iron man in last year's Royal Rumble, headlined this Royal Rumble, and challenged for the IC title a few times. On the flip side, he has never won any title challenge, been in meaningless rivalries, and he has often been without a direction.
No matter what has happened, the WWE Universe has not wavered in support of Finn Balor. Balor Club has one of the most significant followings in the business. The crowd goes wild whenever his music hits.
Everything about Finn Balor from his charisma to his in-ring ability says he would make for an excellent champion. All Balor needs is one championship reign with any of the four solo titles on either RAW or SmackDown to prove to the higher-ups that he is indeed an ordinary man capable of extraordinary feats.
