So, Jeff Hardy is scheduled to make his return to WWE very soon but the issue with the situation is that his brother, Matt Hardy is no longer with the company, as we speak. Matt Hardy may decide to ply his trade in All Elite Wrestling and as a result, Jeff Hardy will need a partner if he's to remain a part of the tag team division.
What if it is revealed that the man behind the mysterious SmackDown glitches is Mustafa Ali, who will show up this week to align himself with Jeff Hardy to form a brand new tag team? If they do form a tag team this week, then they could definitely have a program that stretches all the way to WrestleMania vying for the SmackDown Tag Team Championships against Miz and Morrison (hey hey, ho ho).

It's unlikely that Jeff Hardy will find a spot in the singles division, at the moment. This may be the best course for action for both him and Ali.
