It's clear that Kurt Angle won't be General Manager, much longer
It is clear after the events that transpired at Survivor Series, that Stephanie McMahon and Triple H are headed on the warpath with Kurt Angle. It is certain that the two men will have a match somewhere down the line, possibly at WrestleMania in New Orleans.

Well, RAW is in Texas and who better to appoint as the new General Manager of the brand, than Texas' favourite resident, Shawn Michaels, right? After all, he's Triple H's best friend in real life. You also need someone like Shawn Michaels to replace a General Manager of Kurt Angle's stature.
Michaels was a part of the pre-show and is an active member of NXT's Performance Center, right now. He's a really important part of the WWE machine, at the moment.
It makes sense to book Shawn Michaels in a bigger role than merely as a pre-show announcer. This could be the perfect way to do the same. Of course, another Texan could make a comeback too.
