Goldberg never felt like a tag team superstar, even in his WCW days. He has a brief Tag Team title reign with Bret Hart in WCW, but that didn't have a great impact on his career.

It's hard to imagine Goldberg as a tag team star, especially since the premise of his character since his early days in WCW was that of an unbeatable, dominant singles star. His 173-0 streak is the perfect example of that.

Goldberg has never been anywhere close to being in a tag team during either WWE run. His early run in 2003-04 was brief as well and he managed to squeeze in a small World Heavyweight Championship reign in between.
Goldberg hasn't been a Tag Team Champion in WWE, only in WCW. Given that he is used as a special attraction like Brock Lesnar, it seems unlikely that WWE would ever use him in a tag team capacity.
