#1. Goldberg hasn't won anything in WWE apart from World titles

While it isn't exactly a bad problem to have, Goldberg's only accolades in WWE are three World Championships. That isn't bad by any means. Brock Lesnar himself has only won World Championships in WWE, with 5 reigns as the WWE Champion and 3 as the Universal Champion.
Similarly, Goldberg hasn't won anything, but that's for good reason. Even during his 2003 run, Goldberg was never presented as anything but a World Championship challenger. His feuds with The Rock and Triple H are the perfect example of that. Even upon his return more than a decade later, it would seem odd to classify Goldberg as anything else but a World title feud or a non-title feud.

Goldberg is big enough where his matches don't need World Championships on the line, which is another reason why fans felt that decision for him to beat The Fiend in 2020 was shocking and bizarre.
Ultimately, Goldberg has some creative power himself, and it's unlikely that either WWE or he will want to be in a mid-card Championship feud. It would undeniably be interesting, however.
