Paige is one of the most beloved babyfaces in WWE at the moment and the audience identifies with her because she is not perfect and has made mistakes, but she's owned up to them all. So, in a sense, she is a real role model, something that Bayley and Sasha Banks are claiming to be as well.

Bear in mind that her career ended with a stray kick from Sasha Banks, and while this may be a sensitive topic to bring up, WWE has used real-life situations to tell stories in the past. So, when Paige comes out and tells Bayley that a Champion is supposed to behave in a certain manner, Bayley and Banks could gang up on Paige and be on the verge of delivering a deadly blow, when a babyface runs out for the save.

And in doing so, she becomes an immediate hero and voila, you have a title feud for WrestleMania for the SmackDown Women's Championship.
