Well, before we move on to the last point, let's hold our horses. Even though The Undertaker has been spotted in Saudi Arabia alongside the rest of the roster, it doesn't necessarily mean that he'll show up on the PPV.
Mind you, the Dead Man has previously been present on numerous such shows backstage and hasn't made an on-screen appearance. One of the biggest examples of the same is last year's WrestleMania, where he was backstage (as confirmed in the latest WWE 24 episode of WrestleMania New York), but did not show up.

It has been a widespread opinion among the WWE Universe that the company uses him more at the Saudi shows instead of using him at WrestleManias, but it is not completely true as well as the Phenom did not appear at WWE Crown Jewel last year at Saudi Arabia.
His presence in the country could simply be used in some promotional activities by the company as last year when he appeared in the promotional parade for the show in Saudi Arabia. With Taker recently appearing out of character in public quite a few times, it won't be a huge surprise to see the company hold a meet-and-greet session with him for the Saudi fans.
