#2 Focus on more mature content
WWE has a funny little habit of going over the top at points in their storytelling and then not following up on it for one reason or another. Now that doesn't mean every single moment of programming needs to be devoted to Attitude Era shenanigans and crude sex appeal, but at least have something that satisfies that audience.
Unfortunately for The WWE Universe, the company has been pretty hot and cold with providing mature content and it looks like that will continue to be the case. Sure, one could argue they are doing some groundbreaking content with Maria Kanellis and the storyline between Lana and Bobby Lashley, but those are the exception to the rule.
What WWE needs to do is start devoting a larger amount of time to more mature content. Whether that content is a controversial marriage, a Superstar attacking someone's family, or even Vince McMahon going on another power trip, there are a variety of options that can easily satisfy this part of the fan base.
In the end, mature content should never be the full focus of WWE, especially since we are decades removed from The Attitude Era, but they still need to give something to satisfy that portion of the base. Something bold. Something brash and something that will have them hanging on the edge of their seats again.
