There's no doubt that WWE has taken the potential reaction into account. The fact that the fans are cheering and getting excited about the top babyface being beaten down and losing is a big sign that the heel challenging is a lot more over than anticipated.

Then again, Wyatt has always been moreover as a babyface than WWE would have liked. Either way, there have been reports that WWE is well aware of the reaction he's getting and the possibility of him being a babyface in the future.
However, as of this standing, there appears to be no plans to turn him face and they likely want to ride his momentum as a heel. If Wyatt does win at WWE Hell in a Cell 2019, which seems a lot likelier than Seth Rollins winning, then it's highly possible that WWE will officially make him the #1 heel on RAW and eventually, the top heel of the company as well.
