Daniel Bryan occupied Raw back in 2014 to prevent the WWE Universe from taking over
After CM Punk left WWE back in 2014, the company had a number of issues with their fans hijacking matches and chanting for the former star who later revealed that he quit the company of his own free will.

This became a problem for WWE, especially since according to WrestlingInc they were made aware that fans were hoping to "hijack RAW" on a certain episode of the show back in March 2014.
Obviously given that it's a live show, WWE knew that had to do something about it, so they sent Daniel Bryan out and allowed him to "occupy RAW" himself until he was given a WrestleMania match against Triple H.

This was something that the WWE Universe wanted anyway and was a good way to prevent any more issues stemming from a small number of angry fans.
