#1 Brock Lesnar could feud with WWE Universal Champion Roman Reigns over Paul Heyman
This is the storyline on SmackDown that was previously alluded to for Brock Lesnar. He doesn't even need to win the Royal Rumble to get to this point, with a very visible issue present. Lesnar's trusted client, Paul Heyman, is currently serving as the special counsel to The Tribal Chief, Roman Reigns.
It is fair to say that The Beast wouldn't be happy with the partnership. That being said, a match between Brock Lesnar and Roman Reigns for the Universal Championship would suit SummerSlam more than WrestleMania. Reigns already has a line of SmackDown Superstars lining up to challenge him at the 'Show of Shows'.

Besides, this might be where Lesnar makes his WWE return. He could give WrestleMania 37 a complete miss, before coming back to challenge Roman Reigns. A match between the two stars would be an upgrade from their lackluster encounters in 2018, owing to The Big Dog's recent character change.
This a story that Brock Lesnar could truly get behind and sink his teeth into. He might even be the babyface in this scenario, with Heyman turning on him to remain on Reigns' side.
Ideally, this is the storyline he should return to WWE with. The company must immediately address the elephant in the room, that is Paul Heyman's duties away from Brock Lesnar.
