#1: Charlotte Flair
Charlotte Flair will probably be champion again at some point in 2019.
Vince loves her and will eventually try to have her break her father's record of 16 title reigns. It will be a WWE-made record because Flair won the majority of his titles in NWA/WCW.

Charlotte winning makes the most sense whether we like it or not. She's just below Ronda in the hierarchy of women performers and she's always in a big match at Wrestlemania.
Rumours have been swirling over the last few weeks that Charlotte Flair is slated to face Ronda at Wrestlemania 35 in the first-ever main-event slot for the women.
It's currently the biggest match to make in the women's division and the easiest way to get their is to have Flair win the second Women's Royal Rumble.
Like Roman Reigns, she'd likely be booed if she wins and she doesn't necessarily need a Rumble win to solidify her status.
Rumble wins are better used when someone who's never been a champion wins. It provides a sense of excitement and belief that maybe, just maybe, the WWE is listening.
