#2 Carmella
Carmella has improved quite a bit since coming up to the main roster. She started as an annoying babyface that introduced herself every time she came to the ring. Now, she's snobby and obnoxious, but it's intentional. And she has also made noticeable improvements in the ring.
But she still isn't anywhere near the level of where most of WWE's women are these days. She currently shares a brand with Charlotte, Becky Lynch, Natalya, Naomi, and pretty soon, Paige. They are all miles above her in terms of talent, and while that alone isn't reason enough for her to abandon her in-ring career, she is clearly out of place. Just look at Alicia Fox who has a similar talent level in the ring. She has managed a multitude of superstars over the past few years because that suits her a bit better. It might be the same situation for Carmella.
She's reasonably good on the mic and could be a great heel manager, helping someone cheat to win any and all of their matches. It would make the most sense to pair her up with Big Cass when he returns since most fans are already aware of their real-life relationship, and both are heavily disliked. It's a match made in manager heaven.
