This one really feels like a long time coming, because Kane has already seemed like he's retired a while ago - mentally, atleast. We all know that he was successful in the election and is now the Mayor of Knox County, Tennessee.

He most definitely deserves it, and with his focus shifting increasingly towards his political career, his time in the ring is set to unwind. Don't be surprised to see Kane appear in the Andre The Giant Memorial Battle Royal and then never appear on WWE television again.
While you could argue that a legend of his caliber deserves a fitting farewell, it seems like he probably just wants to quietly ride off into the sunset. Think about it - fans won't even notice if he stops showing up occasionally as he does.
Ultimately, there really isn't anything left for him to do in WWE, so it makes sense that he says his farewell.
