Like everyone before him on this list, Balor's ability between the ropes was so good that it netted him a deal with NXT and the WWE. While New Japan is among the best at showcasing in-ring wrestling, they don't put a huge emphasis on the ability to cut great promos. There have been stars who were good at it while with NJPW (Tama Tonga, Kenny Omega, Nakamura) but they clearly prioritize wrestling over talking.
Balor was one of the biggest stars in NXT history and was treated as such by becoming the first-ever Universal Champ. But once he had to relinquish the belt almost right away, his battle back to the top has been twice as hard. Part of the problem working against him is that he's a smaller guy and they often aren't consistently pushed at the top by management.
You'll always get a great match if Balor's coming to the ring, but against the upper echelon talkers like Paul Heyman, Bray Wyatt and Kevin Owens, he's been hitting out of his weight class.
