#3 Jinder Mahal

For most of Jinder's WWE run, he was not much more than a jobber. In 2017, all of that changed. Mahal rocketed up the card and won the WWE championship belt which stunned many WWE fans as he was a jobber for a reason. He had never shown much potential to be anything more than that.
Mahal's promos are the same recycled foreign heel segments fans have heard a million times. Downing a country in basic ways and getting said country to boo because of it, doesn't make your mic skills good. In the ring, Mahal is still below average. As champion, he didn't have many matches a fan could call above average, and his style is slow and methodical, a style many fans find boring. He wasn't very good as champion and most fans didn't enjoy his title run, to put it nicely.
The Modern Day Maharaja having better mic skills could make him a star. Vince McMahon already loves his look and the fans he appeals to from India. His wrestling work needs improvement, however, the mic is where it all begins. Getting Mahal even close to Bobby Roode levels could see him rise back up the card.
