The 2025 Royal Rumble is a month away. After RAW's big debut on Netflix, WWE will have another edition of Saturday Night's Main Event before the Big Four PLE takes over Indianapolis.
Winners of both Rumble matches are promised the right to main event WrestleMania. While that isn't the case for every winner, it's still a huge honor that can help a burgeoning star explode.
Several big WWE names have already won the Rumble in their careers. Regardless of current storylines, the following five performers shouldn't win the 2025 Men's Royal Rumble.

#5. John Cena starts his Retirement Tour in 2025
John Cena was the face of WWE for much of the start of the 2000s. He won two Royal Rumble matches while active and shouldn't win a third. With the start of his Retirement Tour, The Cenation Leader may still be in the running to win the 2025 men’s match.
Due to his standing and history in the company, the 16-time champion doesn't need a huge Royal Rumble win to earn a title shot. Like other big names, his status alone often affords him opportunities others may not receive.
While he should challenge for a major title before his time is up, he shouldn't get that Championship shot by winning the 2025 Royal Rumble.
#4. Solo Sikoa is teetering on the edge
Winning the Royal Rumble would certainly help Solo Sikoa, but he’s lost to Cody Rhodes in two big matches. Would the results stay the same or change if he earned another big shot?
Even if he challenged Gunther, it would feel awkward due to his track record in title matches. A win would make him a main event star, but stars directly associated with the Bloodline shouldn't win this year's contest.
Those first losses could set him up for success in another attempt, but it would seem like a wasted effort to give him another shot after losing in 2024.
#3. The Rock winning would be extremely polarizing
One person who should not win the 2025 Men’s Royal Rumble is The Rock. He may still get a title shot at Cody Rhodes, but he doesn't need to win such an important match to get it.
The Final Boss can simply walk back into RAW, SmackDown, or whichever brand Cody belongs to in 2025, and claim he is owed a title shot. He pinned Rhodes on Night One of WrestleMania 40.
Therefore, The Rock can potentially compete in the Royal Rumble but should not win it. Those types of title opportunities, like Money in the Bank, must be saved for stars who haven’t had the chance to win major titles. Stars who haven't held major gold in some time are also better candidates.
#2. Randy Orton won the match twice
Randy Orton has been absent from SmackDown since Kevin Owens sent him into the mat neck first with a piledriver ahead of Survivor Series.
The Viper will return at some point soon, presumably to interject himself into the ongoing Rhodes-Owens feud. What he does upon his return will set things up for him going forward.
He will eventually face The Prizefighter or The American Nightmare for the title. He doesn’t need to win the Royal Rumble to achieve that. The Viper has already won two such matches, in 2009 and 2017. Like Cena, The Rock, and Charlotte Flair, Orton is in such a high spot within the company that he doesn’t need to earn a shot that way.
#1. Roman Reigns already had his time atop WWE
Roman Reigns also shouldn't outlast 29 other stars to win the 2025 Men's Rumble. By holding the WWE Universal title since the summer of 2020, he hasn't competed in the match in four years.
Due to this record-setting run, The Head of the Table shouldn't be given another huge accolade. He’s only been without the title since April 2024. Many fans would likely accept his victory because WWE wants him to be cheered since he opposes Sikoa. But like The Rock, Reigns is in a spot where he can simply show up and demand the title shot due to his standing.
WWE may be tempted to have him win the upcoming Rumble because he won the match 10 years ago in 2015. He was booed relentlessly by the crowd. If he won this time, he be cheered. Despite that, the honor of winning should be saved for someone who appears more regularly.
