There are several candidates who could induct Taker into the WWE Hall of Fame

The Undertaker arguably only became a star because of his feud with Kane. Paul Bearer was an expert when it came to storytelling and was able to perfectly set the two up for what became one of the most memorable storylines in WWE history.
The Undertaker was on-hand to deliver the news to Kane regarding his Hall of Fame induction last year, so it feels like a full-circle moment for Kane to be the one to induct his "brother" this time around.

Kane and Taker are synonymous with each other. As brothers or as rivals, the two men changed the course of WWE's history, and have both been able to become stars in their own right in the years since.
Since Paul Bearer can't be the man to do the honors, Kane is the perfect pick. Given his new role as the Mayor of Knox County, The Devil's Favorite Demon has become accustomed to making speeches in recent years.
