We'll be the first to admit that this would be a slight "plot hole" in the RETRIBUTION story since Samoa Joe was sitting at commentary desk throughout the entire episode of RAW. However, consider this possibility - does the faction leader need to be present for the assault?
Wouldn't it be logical for the leader of RETRIBUTION to sit back while he has his fellow-faction members do his bidding? Samoa Joe made his first major tease to return on the August 3rd episode of RAW in the second-last segment of the night as Seth Rollins was getting ready to harass and punish Tom Phillips for cheering Dominik Mysterio on.
It would be interesting if the RETRIBUTION faction was a babyface one rather than a group of heels. Either way, it would be an extremely impactful way to bring Samoa Joe back into the mix. He deserves a solid Championship run, and perhaps could return to action soon following his tease on this week's RAW.
