#3 Jake "The Snake" Roberts
Just like the past two entries on the list, Jake "The Snake" Roberts had a real shot at winning a title in WWE, but his huge popularity let that from happening. That's right.
In late-1986, Roberts got involved in the Intercontinental Championship picture when he'd start feuding with Randy Savage. While he never took the title away from him, his excellent run as a heel landed him into the main event scene right away, and he'd found himself in a program with then-WWF Heavyweight Champion Hulk Hogan.
Unfortunately, the feud between the two men was cut-short after fans started cheering for Roberts, who at the time was a heel, and responded less positively to Hogan. Roberts himself explained this in this video.
Due to this, Roberts never got a chance to fight Hogan for the title, but his upsurge in popularity forced WWE to turn him a face and make him a mainstay on the main event scene.
While Roberts would go on to become a major fan-favorite, WWE wouldn't risk putting the World Title on him since Hogan was the biggest box-office drawer at that time and taking the title off him would've probably hurt his credibility.
Whereas, putting a secondary title on Roberts wasn't much of an option either, considering Roberts' huge popularity, which is why the Hall of Famer never bagged a single title in his six-year-long run with WWE.
