#3 Ricochet
Ricochet was called-up to the main roster way too soon, as he never achieved too much in NXT. He was bought alongside three other top NXT stars, out of which two of them went back to NXT, and one of them shifted to SmackDown. Ricochet was one of the participants in the Men's Money in the Bank Ladder match which he didn't win.
The company always fails to use their NXT stars on the main roster properly. Ricochet is really talented and deserves to be one of the top stars in WWE. So, he could become the next United States Champion as winning a title will make his call-up relevant. Also, he can title look important with his thrilling in-ring skills.

#2 Drew McIntyre
Drew McIntyre has been stale ever since losing to Roman Reigns at WrestleMania 35. It was rumored that Vince McMahon wanted to push him into the main event scene but the company has still not given him a proper push. McIntyre is a main event level star and WWE needs to utilize him as soon as possible.
One scenario could be to make him the next United States Champion. The last time McIntyre won a title was alongside Dolph Ziggler when both were Raw Tag Team Champions. Since losing those titles and breaking up with Ziggler, he hasn't done much. By winning the United States Title not only it will elevate the title but even could began a McIntyre push.
#1 AJ Styles
AJ Styles lost his Universal Championship match against Seth Rollins at the Money in the Bank pay-per-view. He was just recently drafted to Raw during the Superstar Shake-Up 2019 and straight away was given a push into the main event scene. Styles was also a main event star during his three years run on SmackDown.
WWE needs to put him back into the mid-card for the time being by letting him win the United States Title. Styles a former United States Champion and had amazing feuds with various WWE Superstars during his run and also he isn't expected to continue to feud with Rollins as it was a one-off match. So, Styles will be perfect candidate to win the title.
