#2 Lars Sullivan
Lars Sullivan really hasn't had a very lucky 2019. His original debut in January was shelved due to his anxiety issues and so did his rumored match against John Cena at WrestleMania 35.
Moreover, when he finally did debut, he was quickly surrounded by controversy after past comments that he made on an internet forum (years prior to signing with WWE) were revealed. Those comments were politically incorrect in nature, with some of them being racially sensitive, among others.

To his credit, Sullivan did a great job of dealing with it. He was fined a $100,000 and he went out of his way to apologize to the locker room, earning the respect of a true leader in Titus O' Neil.
Unfortunately for Sullivan, he would suffer an injury when facing the Lucha House Party on RAW a few days after WWE Super ShowDown. While it was initially expected to be a minor injury, it turns out that it was actually far worse than expected, with Sullivan set to be out for 6-9 months. He'll only be back around WrestleMania season next year.
