#3 Rusev
This might be a surprise entry in this list but it is not completely unrealistic. Rusev has not been on WWE programming for the last few weeks now and the speculations are that he and the company are yet to come on an agreement about his contract and the negotiations are going on.
The Bulgarian Brute had a forgettable last year in WWE as he was used in one of the worst feuds ever against Bobby Lashley and Lana, which was scrapped off without any proper conclusion. Despite the WWE Universe unhappy with the storyline, they still were behind Rusev and cheered him throughout the feud.

Rusev is one of those Superstars who deserve to hold the World Championship at least once in their careers and only time will tell whether WWE gives him that. We have seen in the past how Vince McMahon has given huge perks to his Superstars to convince them to stay and now that they have a huge rival in the form of All Elite Wrestling, the Boss might do the same again and convince Rusev to stay by making him Mr. Money in the Bank 2020.
