Zack Ryder and Cody Rhodes have history, with both having wrestled against each other numerous times in WWE. They also seem to be good friends away from the ring, with Rhodes having praised him on social media a few times.

Ryder tweeted recently about how he's not had a single match on RAW in 2018 (incidentally, he was part of the battle royale in the last RAW of 2018), which probably shows that he's no longer willing to sit on the sidelines (Cody even replied to his tweet, telling Ryder to "do it without fear".
We could certainly see Ryder featuring in AEW considering the limited opportunities he's had in WWE recently.
