#4 Mojo Rawley
No offence to Mojo but I've never been a fan of his over the top antics. Ever since losing his tag team partner Zack Ryder, Rawley has been left in WWE limbo. He has no place on Tuesday nights anymore.
Simply put, he's not over enough to challenge for a solo title and is obviously ineligible for the tag team division, Rawley has no purpose on the blue brand. So now what?

To save his dwindling career Mojo must jump ship to Monday Night Raw, where he'll fit in perfectly. RAW has a whole plethora of lower-card solo competitors that all interact with each other on a weekly basis.
As a three hour show, RAW always needs lower-card members to help fill up time. That's the only advantage RAW has over SmackDown, they have more time so they can run more storylines.
In this abundance of time, Mojo Rawley could develop into a top player in the WWE.
