#1 Drew McIntyre

If not for Brock Lesnar, I think that McIntyre would have already won either the WWE or Universal Championship. He's big, imposing, dynamic, physical, and everything a top heel should be. But for some reason, he's been used in the mid-card and right below the main event. Since returning a year and a half ago, he's yet to receive a shot at the top prize on RAW.
During his return promo, he stated that he came back to the company to jolt the complacency out of the locker room. He also staked his claim at capturing the top title on RAW. With The Beast lording over the Red brand, the rest of the top heels have been left either in the secondary title scene or in the tag division.
Over the last few months, a lot has changed in terms of the dynamic of RAW's hierarchy. Alongside Lesnar (when he shows up), Seth Rollins, Bobby Lashley, and AJ Styles are the main heels. McIntyre is usually added in that group, but battling against the likes of Zack Ryder and Curt Hawkins is a misuse of his abilities. Kevin Owens and Samoa Joe look to be the main good guys (now that both Rollins and Styles are bad guys). Another big change is needed and that change is McIntyre becoming a force for good.
It could start with a win at the Royal Rumble (even if Roman Reigns may likely be winning) or with a possible dethroning of Lesnar as the dominant force on RAW. The Scottish Psychopath can give The Beast a run for his money because Lesnar isn't the only performer who is physical in WWE. If the calendar turns to 2021 without McIntyre at least getting a shot at the WWE title, then the time will be running out on his second stint with the promotion.
