#4 Kassius Ohno
Since re-joining NXT in 2016, Kassius Ohno has done nothing more than have a few Takeover matches. That's it. For indie fans that knew him when he was Chris Hero, this is a big disappointment.
He has recently moved to the NXT UK roster, but with his physique, it is unlikely Vince will ever call him up to the main roster and if he does, he probably won't do very well. Leaving and returning to the indies, or possibly AEW would be the smartest career move for Kassius.

#3 Shinsuke Nakamura
You probably saw this one coming huh.
Since joining the main roster Shinsuke Nakamura has won the Royal Rumble, had a featured match at Wrestlemania and won the United States championship twice. But something is clearly missing.
Vince McMahon had the chance to put the WWE title on Shinsuke multiple times and chose against it despite him being a hugely over babyface and then a hugely over heel.
Had WWE pulled the trigger on Nakamura any time before June he would be doing fine now. But now it could be too late for him to be revitalized in WWE. A possible return home to NJPW would be fans preferred destination for Shinsuke, but only time will tell if he will choose to leave WWE.
