#1 Brock Lesnar
Despite being one of the greatest pro wrestlers of all-time, Brock Lesnar does not get his due from WWE fans. He has been one of the most hated stars in the company, thanks to him being a part-time WWE World Champion.
The work he has done in the past six months proves that Lesnar can be excellent whenever he cares to be. And the way in which he sells for his opponents only really works with him as a heel. Those moments of hope, where the WWE Universe feels like their hero is set to topple the evil gorilla, always work really well.

As a long-standing act that is still not stale, Brock Lesnar has been immense as WWE's final boss before, but mainly after ending the Undertaker's streak. Since then, the Beast was only a face for his matches with Seth Rollins and a vengeful Deadman.
It is safe to say that Lesnar's best career work, even during his original run, was when he was a villain. He is so good at trolling the WWE Universe and that could only happen with him as a heel.
And most importantly, Paul Heyman's repetitive gloating promo template for the Beast only works in this setting. It probably won't happen anyway, but WWE must never turn Brock Lesnar's face. He is pretty much the perfect heel.
