#2. Finn Balor
It was just some time ago that Finn Balor was Intercontinental Champion. In fact, he won his first championship after over two years since his Universal title win. Why he's been so absent from any title picture is a mystery, but either way, he deserves better.
The Intercontinental Championship has just been flip-flopping from superstar to superstar since December, and it's a shame that Balor isn't walking into WrestleMania as Intercontinental Champion.

It's clear that yet again, WWE has no plans for him whatsoever. It was just a couple of months ago when he was facing Brock Lesnar, but he's nowhere on that level now. Most likely, he'll be stuck in a multi-man match for the Intercontinental Championship, and it could presumably be a ladder match.
It's a shame because he was rumored to be facing The Undertaker at one point. It looks like The Demon King won't debut at WrestleMania any time soon.
